I want to warn you that creating a tech pack is a lot of (specialist) work, but it is not impossible.
There are much more free resources available than I’ve mentioned here. Google is your friend.

At Textilice you take an online course fashion drawing with Adobe Illustrator if you want to take your drawings skills to the next level. Dutch only.
